In most cases, ceiling joists DO run parallel with the rafters. Look at http://www.waybuilder.net/sweethaven/BldgConst/Building01/default.asp?iNum=0804 and read the section above the picture that you posted here. The ties are not needed on the rafters if the ceiling joists are parallel and connected to the rafters. Triangular shapes must be created somehow to make the roof structurally sound.
My real house has roof trusses, so there are no ceiling joists. :-)
Oh dear, now I am confused! I want to add some exposed beams to my downstairs ceilings. Not sure which way they should run? Across or perpendicular? Back to the bookcases...
Downstairs, it doesn't matter which way they run, since they have no correlation with the roof and what is going on up there. :-) Usually the beams run the short way across the room, but they don't have to. Do what looks right to you!
